As the UK swelters at up to 38C amid wildfires and drought, a satirical dispatch finds the emergency Cobra committee devoting its first ninety minutes to a laminated national inventory of oscillating desk fans. Invented officials from the Office for Ambient Thermal Realism explain the four-stage Great British Thermal Response Doctrine with total bureaucratic sincerity. The cupboard containing the emergency paperwork is now too hot to enter.

An emergency Cobra meeting convened this week in response to sustained extreme heat across the United Kingdom — with wildfires stretching emergency services and much of Britain in drought — has, according to the Cabinet Office's own agenda circulation, dedicated its opening ninety minutes to a national inventory of oscillating desk fans.

Temperatures are forecast to reach 33C on Wednesday and up to 38C on Thursday, conditions which the newly constituted Office for Ambient Thermal Realism (OATR) classifies as Category Four: Regrettable. The Category Five designation, Frankly Unbritish, has never been invoked, though officials confirm the paperwork exists and is stored in a cupboard that is itself now too hot to enter.1

“We have located eleven thousand four hundred and six fans across the government estate,” said Dr Marjorie Plimsoll-Hague, Deputy Director of Convective Assurance at OATR. “Of these, roughly sixty per cent oscillate. The remainder point fixedly at a single civil servant, who has developed what we are provisionally calling a relationship with it.”

Dr Plimsoll-Hague stressed that the inventory was not a substitute for policy, but rather “a load-bearing preamble to policy, in the sense that a doorstop is load-bearing relative to a door.”

The methodology, such as it is

The Department's approach draws on what officials describe as the Great British Thermal Response Doctrine, a four-stage protocol observed empirically across the population: closing the curtains at midday; declaring the situation “lovely, but”; relocating to a pub garden with no shade whatsoever; and finally announcing to no one in particular that one cannot sleep in this.2

“The British public do not require a heat strategy. They require permission to remove their jumper. We are minded to grant it, subject to consultation.”

That was the assessment of Kenneth Ffoulkes-Barr, an independent advisor on Sedentary Thermodynamics, who has spent six years modelling the temperature at which a commuter will voluntarily surrender a window seat. His finding — 31.4C, or 29.8C if the train is stationary and nobody has explained why — is, statistically speaking, unremarkable and yet.3

Not all specialists were reassured. “The fan inventory is a distraction,” said Professor Halina Verrick of the Institute for Applied Meteorological Fatalism. “We are counting plastic blades while the reservoirs write us letters. My concern is not the 38C. My concern is that we have now built an entire administrative language for describing 38C, and language, once built, tends to get reused.”4

The committee is expected to reconvene once the cupboard has cooled. Officials confirmed no fans will be redistributed at this stage, on the grounds that redistribution would require a further meeting, and the room is south-facing.
