No 10 seed-funds 12 million UK retirees at £13,000 valuation

Downing Street says the new £13,000 state pension will arrive as a seed round rather than income, so pensioners who found themselves owe HMRC nothing.

Downing Street has promised the new £13,000 state pension will escape income tax. Its method is to reclassify every retiree as a pre-revenue startup and take a 26 per cent equity stake in them. Pensioners get a cap table instead of cash, and death is redefined as the exit event.

The pensioner is the product," a Treasury official told me on Wednesday, halfway through a whiteboard session in a Whitehall basement staff now call the Garage. Downing Street has confirmed the new £13,000 state pension will not be taxed. It has also confirmed how. Every UK retiree with no other income will be reclassified as a pre-revenue startup, and the state will take a 26 per cent equity stake in them.

Quick context for anyone not tracking the macro. Average wages rose 3.9 per cent in the three months to July, which under the triple lock means pensions climb by the same amount next year. That pushes the full state pension over the £12,570 personal allowance for the first time. Old-school thinking says raise the allowance or write a cheque. So No 10 is pivoting. Under the plan, the £13,000 stops being income and becomes a seed round. HMRC cannot tax a founder's runway. "Income is a legacy format," said Tarquin Bellwether-Fox, Downing Street's newly appointed Chief Longevity Officer. "We are giving Britain's pensioners something better than money. We are giving them a cap table."

Each retiree will onboard through an app, pick a vertical and receive a first tranche once they upload a pitch deck. Suggested verticals include Grandchild Logistics, Legacy Media Consumption and Ambient Complaining. Bellwether-Fox described the deck as "very light touch, twenty-six slides max."

The state's stake is, he insisted, founder friendly. The government takes a board seat, a liquidation preference and first refusal on any inheritance. In exchange the pensioner keeps 74 per cent of themselves. The Treasury points out that this is more than most founders hold by Series B.

The exit

Not everyone is aligned. Doreen Halloway, who set up the Retiree Founders Union in her front room last week, said members had questions. "I asked what a liquidation preference was," she said. "They told me not to worry, it only kicks in when I die." Downing Street called the question a strong signal of engagement.

Capital is already circling. A Shoreditch fund called Heirloom Ventures says it has raised a vehicle focused entirely on Yorkshire, where it sees strong founder density and low burn. Its managing partner told me the typical retiree spends less than a graduate and complains about it more, which he called operational discipline.

I asked Bellwether-Fox what happens to pensioners who do not want to be a startup. He did not hesitate. "Then they are income, and income gets taxed. Founders get equity. Choice is a feature." He turned back to the whiteboard and wrote the word GRANDPARENTS, drew an arrow, and wrote the letters TAM.

Look, the bears will say you cannot own a percentage of a person. The bears said that about gyms. Britain's retirees just became the largest founder cohort in Europe overnight, and their only overhead is a kettle. Bullish. I have been bullish since birth, which the Treasury now classifies as incorporation.
