The US envoys left the Kremlin with seven stamps collected before flying to Kyiv to see Volodymyr Zelenskyy.
An association of central Moscow hotels runs a loyalty scheme for visiting peace envoys: one stamp per round of talks, nine stamps for a free ceasefire. Steve Witkoff and Jared Kushner are said to be on seven after their Kremlin meeting. Kyiv says it was never consulted on the terms.
A concierge desk on Tverskaya Street has ordered nine new rubber stamps. The old ones had gone soft in the middle, which is what happens when a peace process runs longer than the furniture.
The stamps belong to the Diplomatic Guest Scheme, run by an association of central Moscow hotels for visiting negotiators. One stamp per round of talks. Nine stamps earns a complimentary ceasefire.
Steve Witkoff and Jared Kushner are said to be on seven. They collected the latest at the Kremlin over the weekend, then flew to Kyiv, where the White House said it looked forward to equally productive meetings on Sunday.
The White House also said the two men discussed substantive plans for next steps with Vladimir Putin, and that those steps would be announced in coming weeks. A Kremlin aide offered no sign of a breakthrough. The card, at least, is filling up nicely.
How the scheme works
Lyudmila Terekhova administers the programme for the hoteliers' association. She describes it as a simple courtesy for regular guests.
"Envoys come, envoys go, they all want the same room and the same tea," she said. "We reward loyalty. The war is not our department."
Terekhova says the scheme has been quietly running since the mid-2010s, when a previous set of negotiators kept returning to the same three hotels. Two of those men, she notes, completed their cards. The agreements they signed did not last as long as the ink.
"The stamps expire after a year. The war does not. This is the difficulty with the model."
Minsk produced two installments and neither held, which in the trade counts as a franchise. The numbering was the honest part.
Franz Oberlin, who studies negotiated settlements at a small institute in Vienna, has been tracking the card scheme with something close to affection.
"It is the only part of the process with a clear metric," he said. "Communiques say next steps. A stamp says seven."
Kyiv objects to the terms
Ukrainian officials are less charmed. Ostap Verhoven, an adviser attached to the foreign ministry, said Kyiv had not been consulted on the redemption rules and considers them one-sided.
"They are collecting stamps in a city that is not being hit," he said. "We are told the reward will arrive in coming weeks. We have heard about coming weeks before."
Verhoven added that Kyiv had asked for its own stamps to count toward the total. The association has ruled that meetings held outside member hotels do not qualify.
1919 also ran long, and also ended with everyone agreeing that the paperwork was excellent.
Terekhova insists the scheme is neutral. She points out that the association has never refused a stamp to any delegation, including ones that arrived in the small hours and left without speaking.
"We had a Swiss gentleman in 2016 who filled two cards," she said. "He was very thorough. Nothing came of it, but he was thorough."
The small print
The reverse of the card carries nine conditions. The complimentary ceasefire covers land only. Air and sea are excluded, as is anything the parties later agree to call something other than a war.
The offer cannot be combined with other offers, which rules out a simultaneous framework, roadmap or memorandum of understanding. Guests are asked to redeem in person.
Oberlin regards the exclusions as the most realistic document produced in three years.
"Every treaty has this section," he said. "Usually it is in the annex, and usually nobody reads it until the shooting starts again. Here it is on the back of a card, in a font you can manage."
Anyone who sat out those long afternoons in Dayton will recognise the arithmetic. Progress measured in rooms entered rather than anything leaving them.
The envoys, for their part, made no comment on the card. Witkoff and Kushner have said little publicly beyond confirming that talks took place, which is the correct amount to say about a process still two stamps short.
Terekhova has a contingency if they reach nine and the reward proves difficult to supply. The association is considering a substitute: a late checkout, a car to the airport, and a fresh card.
"They will be back," she said. "They are always back. We keep the room."
